Having a problem with my can u help?

I have these bumps on my and the doctor said its not VD but its like pimples or blocked pores or something. It doesnt hurt but itches sometimes and is very aggravating. I have these bumps at the top of my head and they dont itch at all but they are kind of red looking. Then when i scratch the few bumps on my shaft they swell up like mosquito bites but go down after a while. Can u tell me what this might be?
