Did the guy who put a cat in a bong do it wrong?

Some cats like to get high. But the contraption that guy built had just a little tiny box to squish the cat into. If he had given the cat a little more room to move around, it probably would work better. Was this guy just too stoned, or was his bong for a really small animal like a hamster?
